1. Read two competing frameworks

Begin with a fictional city proposal. Represent both frameworks fairly before you criticise either one.

Framework A · Shared outcomes

Priority: cleaner air, safe public space, and wider pedestrian use.

Evidence: a two-street pilot recorded lower pollution and higher footfall.

Proposal: make the central square car-free within six months.

Framework B · Unequal burden

Priority: accessible journeys, care work, deliveries, and small-business resilience.

Evidence: residents reported mobility barriers and traders predicted transition costs.

Proposal: retain mixed access until safeguards are proven.

Audio 1: Framework one defines public value through shared environmental and social outcomes. Its strongest evidence is the pilot showing cleaner air and higher pedestrian use on two streets. Yet the argument assumes that more footfall benefits every resident in the same way. It also treats temporary access problems as manageable without showing who bears the cost. I would preserve the environmental goal, but I would not call the plan inclusive until the council tests accessible transport, delivery windows, and the experience of residents who cannot walk long distances.

Audio 2: Framework two begins with accessibility and economic resilience. It correctly warns that a rapid traffic ban could transfer costs to disabled residents, carers, and small businesses. However, it assumes that reliable access requires private vehicles at all times. That turns a design question into a false choice between inclusion and environmental improvement. A better formulation is conditional: reduce through-traffic, protect timed access for essential journeys, fund an accessible shuttle, and review both air quality and unequal burden before expanding the scheme.

Independent mixed-skill performance

New case: A fictional university must decide whether AI-assisted feedback should be used across first-year courses. One framework prioritises rapid access and consistent coverage; the other prioritises human judgement, context, and learner agency. A pilot reduced feedback waiting time, but participation was uneven and long-term learning was not measured.

  1. State the decision problem neutrally.
  2. Expose one assumption in each framework.
  3. Evaluate the strongest evidence and limitation on both sides.
  4. Integrate access with learner agency in one precise principle.
  5. Give a conditional recommendation with one safeguard and one review trigger.
  6. Answer one teacher challenge and reformulate the conclusion.
