English past forms do more than locate an event before now. They can move an idea away from reality, reduce pressure on a listener, express regret or preference, and open a hypothetical space. At C1, tact succeeds only when the listener can still recover the real time, the desired change and the final action.

Meaning before tense labels. For every past-looking form, ask three questions: What is the real time? Is the situation real, preferred, regretted or imagined? What social distance does the speaker intend?

Do not assume that every past form describes a finished past event.

Require a time label and a meaning label. “Past tense” is not a complete answer. Contrast a genuine past report with a present request framed through a progressive past form.
Match each form to a specific job instead of treating every indirect sentence as polite.

Use distance when the listener needs room to respond. Do not hide a firm requirement inside several tentative frames. It is time we… signals that action is overdue; it is not a neutral past event.
Ask what each pattern contributes beyond politeness. If the learner cannot name the real time, the actor and the interaction job, the form is not yet controlled.
Protect who should act and when the alternative applies.

Use timelines only after the learner states the intended meaning. Check that past perfect marks a prior counterfactual, while simple past may mark a present alternative or interpersonal distance.
Make the smallest repair that restores time, actor and interpersonal effect.

Do not accept a grammatically possible rewrite that changes the intended time or actor. One repair should deliberately become more direct where urgency or accountability requires it.
