Why this lesson matters · เหตุผลที่เรียนบทนี้

For learners: Use evidence to balance stakeholder needs, constraints and trade-offs before recommending a responsible public response.

For teachers: The lesson moves from evidence classification to stakeholder comparison, listening updates, constraint-based adaptation and an independent mixed-skill recommendation.

Your Goal

Evaluate options, stakeholder trade-offs and constraints, then agree and revise a responsible response independently.

Why this lesson matters

For the learner: Public decisions rarely satisfy every group equally. A responsible response makes trade-offs explicit and changes when decisive evidence changes.

For the teacher: Reading, data interpretation, listening, negotiation and an independent recommendation form one evidence-to-action cycle.

Teacher Lesson Plan · Read before class

This is a fictional, politically neutral classroom case. Require evidence for every trade-off and never reward a confident recommendation that ignores access or safety constraints.

1. Read the public-space case

3 min

Separate measured facts from stakeholder views, public values and fixed constraints.

Case: The sunny square beside a clinic needs more shade and seating without reducing step-free or emergency access.

Observed and reported evidence

  • Three-afternoon count: 64 of 80 seats used; only 12 seats were shaded.
  • Surface temperature reached 42°C at 2 p.m.
  • Initial survey: 78 responses; 52 requested more shade and 39 prioritised a clear step-free route.
  • Shop owners need delivery access from 11 a.m. to 1 p.m.

Non-negotiable constraints

  • A clear step-free route must remain open.
  • Emergency services require a four-metre lane.
  • The first-year budget ceiling is $45,000.
  • The square must remain usable during installation.
STUDENT TASK
  1. Label one fact, one viewpoint, one public value and one constraint.
  2. Name two stakeholder groups who may benefit differently.
  3. Identify one missing piece of evidence.
You are ready whenYou can explain why a popular request is not automatically a complete decision.
Teacher Help · Stage 1

Keep fact, viewpoint, value and constraint distinct. A survey response is evidence of preference, not proof that one design will work.

2. Build language for trade-offs

4 min

Match the strength of your language to the strength and scope of the evidence.

Supported
demonstrates · is required
Conditional
suggests · may · provided that
Not established
does not show · cannot determine
From the perspective of ___, …Make the stakeholder and need explicit.
Option A offers ___; however, it places ___ on ___.Name both benefit and burden.
This evidence supports ___, but it does not establish ___.Limit the scope of the claim.
On balance, I would recommend ___ provided that ___.Give a conditional response.
If ___ occurs, the fallback should be ___.Plan for a failed assumption.
STUDENT TASK
  1. Repair “Most people want shade, so permanent construction is best.”
  2. Make one benefit-and-burden sentence for each option.
  3. State one result the evidence supports and one it does not establish.
  4. Give one conditional recommendation frame.
You are ready whenYour language shows stakeholder, evidence limit and condition.
Teacher Help · Stage 2

Require one positive, one neutral and one negative or uncertain statement. Correct overstatement before fluency.

3. Compare two responses across stakeholders

5 min

No single criterion decides automatically.

Criterion / stakeholderOption A · Permanent shade and seatingOption B · Movable shade and flexible seatingDecision question
Older clinic visitorsReliable shade and fixed supportive seating.Shade position can change; daily availability uncertain.Which response is dependable during a heatwave?
Wheelchair users and parentsWide marked path can be built into the plan.Movable items may drift into the route. How will clear width be protected?
Shops and deliveriesFixed layout may reduce flexible delivery space. Can be moved during delivery hours.Who moves and restores the equipment?
Maintenance teamAnnual maintenance estimated at $1,800.Daily setup estimate not yet measured.Which workload evidence is missing?
Cost and timing$42,000; six-week installation.$18,000; two-week setup. What is gained or delayed by each choice?
STUDENT TASK
  1. Rank the three most important criteria and justify the order.
  2. Name one group that gains and one that carries a burden under each option.
  3. Identify one broadly shared benefit and one conflict.
  4. Give a provisional response with a condition and unanswered question.
Provisional responseOn balance, I would recommend __________ because __________. This benefits __________ but places __________ on __________. Approval should depend on __________.
You are ready whenYour response covers both options, at least three groups and one trade-off.
Teacher Help · Stage 3

Challenge shade-only, cost-only or majority-only decisions. Ask which group bears the cost, effort or access risk.

4. Listen to the consultation update

5 min

Listen once for the decision problem and once for evidence that changes the balance.

Audio 1 · American English · Matthew
STUDENT TASK
  1. First listen: state the main conflict and coming urgency.
  2. Second listen: record four stakeholder or constraint details.
  3. Name the strongest new evidence and one remaining question.
  4. Say whether your provisional response becomes stronger, weaker or should change.
You are ready whenYour update uses at least three audio details and explains why one changes the balance.
Evidence and transcript · open after the listening response

Key evidence: 126 responses; 78 shade-first; 54 step-free-route-first; older residents prefer permanent seating; shops need 11–1 deliveries; movable setup 90 minutes daily; four-metre emergency lane; heatwave next month.

Transcript: Here is the consultation update. We received one hundred and twenty-six responses. Seventy-eight people ranked shade as the first priority, while fifty-four ranked a clear step-free route first. Older residents preferred permanent seating, but shop owners asked for delivery access from eleven to one. The maintenance team estimated that movable structures would require ninety minutes of setup and storage each day. Emergency services require a four-metre clear lane at all times. A heatwave is forecast next month. Recommend one response, name the stakeholders who gain and lose, and identify one condition before approval.

Teacher Help · Stage 4

Play once for gist and once for evidence. Allow one focused replay only when a decision-changing detail is missing.

5. Adapt to new budget and access limits

6 min

A responsible response changes only when the new information changes the evidence balance.

Changed constraint

The available first-year budget falls to $32,000. The clinic also needs the step-free route open throughout installation.

Negotiation goal

Protect heat safety, step-free access, deliveries and emergency access without promising an unfunded full design.

STUDENT TASK
  1. Explain which part of your original response is no longer feasible.
  2. Keep, revise or combine the options.
  3. Name who gains, who carries a burden and how that burden is reduced.
  4. Add one approval condition, one monitoring signal and one fallback.
  5. Partner challenge: “What finding would make you change the plan?”
Proportionate adaptation
The full permanent plan is no longer funded. I would pilot movable shade in fixed marked zones while commissioning a smaller permanent section. Approval should require a protected four-metre lane and daily access checks. If setup time exceeds the staffing limit, the fallback is fewer fixed shade units near the clinic entrance.
Your revised responseI would __________, provided that __________. We would monitor __________. If __________, the fallback would be __________.
You are ready whenYour response is feasible, protects non-negotiable access and names how success or failure will be judged.
Teacher Help · Stage 5

Do not accept “combine both” unless the learner explains scope, cost, responsibility and protected access.

6. Final Practice · Integrate independent evidence

7 min

Listen to an independent site review and give a complete final response without a model.

Audio 2 · British English · Amy

Independent mixed-skill task

  1. State whether the review strengthens, weakens or changes your response.
  2. Compare both options and at least two sources.
  3. Explain one benefit, one burden and one non-negotiable constraint.
  4. Name one unanswered question.
  5. Recommend a response with approval condition, monitoring signal and fallback.
  6. Deliver a 90-second briefing or a 140–180 word written recommendation.

No model. Evidence notes only.

Final transcript · open after scoring

An independent site review has added three findings. Underground pipes reduce the area available for permanent foundations by one third. A local grant will cover half the cost of permanent shade if the accessible route and emergency lane are protected. During a windy-day trial, two movable canopies had to be closed for safety. The clinic expects more older visitors during the heatwave. Decide whether to keep, revise or combine your response, and state one monitoring signal and fallback.

Progress Check

EVD · Evidence

2: Compares sources and separates fact, viewpoint, value and constraint accurately.

1: Uses relevant evidence but misses one source, limit or stakeholder effect.

0: Relies on preference or misstates decision-changing evidence.

ADAPT · Adaptation

2: Revises or defends the response explicitly because of new evidence and constraints.

1: Updates the response with only a partial link to the new information.

0: Ignores the new evidence or gives no reasoned adaptation.

FP · Final Performance

2: Gives a balanced independent response with condition, monitoring and fallback.

1: Decision is understandable but needs a prompt or misses one required element.

0: Cannot complete a coherent responsible response.

Target: 5/6 overall, EVD = 2 and no zero. Score the first unsupported performance, give one focused correction, then rerun only the weakest criterion.

Teacher Help · Stage 6

Play once for gist and once for evidence. Hide all models. Give one evidence correction and one language correction before the focused retry.
