Use the fictional dataset only. Do not reward a confident recommendation that lists figures without explaining relevance, comparison, uncertainty or a decision condition.

Require “from / to / by / at” patterns and distinguish a relative percent change from a percentage-point difference.
Support: participants +21.4%; completion +4 points; repeat attendance +12 points; cost per participant down £3.
Risk: scale may hide unequal access or capacity pressure.
Support: rural access share fell one point despite overall growth.
Risk: delaying all expansion may waste demonstrated demand.
Ask why each chosen figure matters. Remove any figure the learner cannot connect to the decision question.
The dashboard supports a positive performance story, but the evidence has limits. Participation rose from four hundred and twenty to five hundred and ten, and completion increased by four percentage points. However, the rural access share fell from eighteen to seventeen per cent. The satisfaction survey covered sixty-two per cent of participants, while rural participants were under-represented. Weekend rooms are close to capacity, so a full expansion could reduce service quality. Compare a limited pilot with an access-first plan.
Play once for gist and once for evidence. Survey coverage and sample representation are different limitations.

Do not accept “both sides are right.” Require a decision, conditions, evidence and a change threshold.

The quarter three update changes the decision. Participation reached five hundred and sixty, but completion slipped to eighty per cent. Rural access improved to twenty-three per cent after a shuttle trial, while cost per participant rose to seventy-one pounds. The satisfaction survey response rate fell to forty-eight per cent, and one weekend site will close for repairs next month. Revise the recommendation, state what remains uncertain and identify one measure that should trigger the next decision.

Target: 5/6 overall, EVD = 2 and no zero. Correct one evidence error, then retry only the weakest criterion.
Play once for gist and once for evidence. Hide the transcript and model until scoring ends.
